THIS MOVE ENSURES THAT THE CITY CRITIC, THE TCDC CAMPUS AVOIDS RESTRICTIVE CITY OF ODESSA ZONING RULES, MAINTAINING CRUCIAL DEVELOPMENT SPEED AND OPERATIONAL FLEXIBILITY FOR THEIR ONE GIGAWATT AI HIGH PERFORMANCE CAMPUS. ONCE THE INITIAL CONSTRUCTION PHASE IS COMPLETE, A FACILITY MAY EMPLOY 20 TO 50 PERMANENT TECHNICIANS AND SECURITY STAFF. STATES AND MUNICIPALITIES FREQUENTLY OFFER MASSIVE TAX EXEMPTIONS TO LURE DEVELOPERS, OFTEN LEADING TO LESS REVENUE GENERATED THAN ACTUAL COST OF PUBLIC INFRASTRUCTURE AND UTILITY UPGRADES.
