SO WE WILL INCORPORATE SOME OF THE INFORMATION THAT WE RECEIVED DURING THE KICKOFF REGARDING THOSE NEEDS, BUT AND HOPEFULLY OBTAIN SOME ADDITIONAL INFORMATION THAT WE CAN THEN WRAP INTO THE NEEDS ASSESSMENT. BUT WE HAVE TAKEN ALL OF THAT INFORMATION. AND AGAIN, EVERYONE WAS REALLY FORTHCOMING AND HAD SOME GREAT SUGGESTIONS. WE ARE CURRENTLY WORKING ON WRAPPING UP THAT NEEDS ASSESSMENT. WE'VE IDENTIFIED A NUMBER OF RECURRING THEMES AMONGST THE, YOU KNOW, FROM THE INFORMATION PROVIDED BY ALL OF THE DEPARTMENTS. AND SO WE'RE WRAPPING THAT UP INTO THE NEEDS ASSESSMENT AND THEN MAPPING THOSE IDENTIFIED NEEDS AND THE PRIORITIES TO AVAILABLE FUNDING SOURCES, GRANT FUNDING SOURCES. SO THOSE NEEDS RUN THE GAMUT THERE FROM THE, YOU KNOW, QUALITY OF LIFE, NICE TO HAVES TO THE, YOU KNOW, BASIC INFRASTRUCTURE MUST HAVES. SO WE ARE WORKING ON IDENTIFYING THOSE. AND AGAIN, WE'RE GOING TO PRIORITIZE THOSE BASED ON THE FUNDING SOURCE, THE TYPE OF MATCH AVAILABLE, THE TIMING OF THOSE GRANTS AND THE SUITABILITY FOR THE CITY BECAUSE THERE ARE MULTIPLE GRANTS OUT THERE, BUT NOT EVERY SINGLE ONE OF THEM IS GOING TO BE A MATCH FOR EVERY CITY, OR THE TIMING IS GOING TO WORK FOR THE CITY. AND OF COURSE, YOU KNOW, ANY BIG CITY IS GOING TO HAVE DIFFERENT PRIORITIES. SO THERE'S GOING TO HAVE TO BE A PRIORITIZATION PROCESS THAT I'M SURE YOU ALL WILL BE INVOLVED IN. BUT SOME OF THE IDENTIFIED NEEDS, I'VE GOT THOSE UP ON THE SLIDE FROM THE VARIOUS DEPARTMENTS. THE PARKS DEPARTMENT TALKED A LOT ABOUT UPGRADES TO EXISTING PARKS, PARTICULARLY THE JIM PARKER [00:05:02] PARK, AND MAKING THAT A LARGER MULTI-USE FACILITY FROM FENCE LINE TO FENCE LINE UTILIZING THE ENTIRE SPACE, ALSO ADDING POTENTIALLY SOME PLAYGROUND EQUIPMENT THERE, AND ALSO IN A NUMBER OF OTHER PARKS. SHADE SEEMED TO BE A BIG PRIORITY, AS WELL AS LIGHTING IN SOME OF THE TRAILS. BASED ON THE FEEDBACK WE RECEIVED FROM THE PARKS DEPARTMENT, IT SOUNDS LIKE ODESSA RESIDENTS LOVE THEIR WALKING TRAILS, SO LIGHTING IS AN IMPORTANT PART OF THAT. AND THEN OF COURSE, WE ALL LIVE IN THE TEXAS HEAT IN THE SUMMERS. AND SO SHADE IS ALSO AN IMPORTANT PRIORITY. THE POLICE DEPARTMENT HIGHLIGHTED A NUMBER OF ITEMS, INCLUDING SOME MUCH NEEDED UPGRADES TO THEIR HEADQUARTERS. THEY MENTIONED THAT THE HEADQUARTERS HAVE HAD A NUMBER OF REMODELINGS THROUGHOUT THE YEARS, WHICH MAY OR MAY NOT FIT THE FUNCTIONS THAT THEY HAVE CURRENTLY. TODAY. THERE IS, THEY MENTIONED, A PLANNED MOVE FOR THE COURTHOUSE FUNCTIONS, SO MAYBE THEY COULD TAKE OVER THAT SPACE. BUT AGAIN, THE BUILDING WOULD NEED TO GET RETROFITTED NOT ONLY SPATIALLY INSIDE, BUT ALSO A LOT OF THE ELECTRICAL AND PLUMBING AND HVAC. SOUNDS LIKE IT COULD USE SOME UPGRADES AS WELL. THE POLICE ALSO MENTIONED AS A PRIORITY THE FIREARMS RANGE, RELOCATION, AND A DESIRE TO MOVE IT 90 DEGREES IN ORDER TO ACCOMMODATE SOME NEW DEVELOPMENT THAT IS BEING BUILT ADJACENT TO THAT. THE FIRE DEPARTMENT ALSO TALKED ABOUT, SORRY, JUST THE SAFETY ASPECT OF IT. AS A POTENTIAL. THE FIRE DEPARTMENT TALKED ABOUT ADDITIONAL FIRE STATION CAPACITY AND THAT BASED ON THE THE GROWTH IN THE CITY AND IT'S FIRE CAPACITY NEEDS, THERE IS A NEED FOR ADDITIONAL FIRE STATIONS. AND THEN ALSO BACKUP GENERATORS FOR SOME OF THE EXISTING FIRE STATIONS. I THINK TWO OF THE EXISTING FIRE STATIONS HAVE BACKUP POWER CAPACITY THAT LEAVING I THINK AT LEAST FIVE WHICH DO NOT. IF I'M I MAY BE MISREMEMBERING THAT NUMBER, BUT BOTH THE POLICE DEPARTMENT AND THE FIRE DEPARTMENT ALSO TALKED ABOUT REGIONAL SERVING THE LARGER REGION AND THE NEEDS ASSOCIATED WITH THAT. SO COMMUNICATIONS EQUIPMENT AND TRAINING ON HOW TO USE DRONES AND OTHER THINGS THAT, YOU KNOW, GIVEN THE FACT THAT TECHNOLOGICALLY SPEAKING, WE'VE MADE SO MANY ADVANCES THAT HAVE HELPED WITH FIRE AND POLICE, EMERGENCY MANAGEMENT. SO THOSE JUST KEEPING UP WITH THAT AND MAKING SURE THAT THE FACILITIES ARE ALL EQUIPPED TO ADDRESS THOSE NEW TECHNOLOGIES IS IMPORTANT. BOTH ALSO MENTIONED PROVIDING SUPPORT AND ASSISTANCE TO FOLKS DURING EMERGENCY SITUATIONS. SO, YOU KNOW, COOLING CENTERS OR WARMING ROOMS OR FACILITIES FOR FOLKS WHO MAY BE TEMPORARILY EXPERIENCING HOMELESSNESS. SO THOSE ARE THINGS THAT ARE ALL POSSIBLE. I MEAN, THIS IS, THIS IS THE THING ABOUT A NEEDS ASSESSMENT. IT'S JUST A, AN OVERALL ENCOMPASSING, YOU KNOW, WHAT, WHAT'S YOUR WISH LIST? AND THEN YOU HAVE TO KIND OF WHITTLE IT DOWN FOR PUBLIC WORKS, THEY TALKED A LOT ABOUT ADA RAMPS AND MAKING CERTAIN AREAS WALKABLE, PARTICULARLY NEAR TRANSIT STATION OR BUS STATIONS, AND THEN ALSO NEAR THE PARKS, BECAUSE ODESSA HAS A LOT OF HEAVY TRUCK TRAFFIC COMING THROUGH. OUR UNDERSTANDING IS THAT THERE ARE A NUMBER OF LINES THAT NEED TO BE REPLACED OR IMPROVED IN THOSE, PARTICULARLY PERHAPS IN THE SOUTHERN PART OF THE CITY. BUT ANY LARGE CITY IS WATER IMPROVEMENTS ARE ALWAYS AN ONGOING NEED. SO THOSE ARE THOSE ARE SOME OF THE JUST ITEMS THAT THE DIFFERENT DEPARTMENTS HAVE MENTIONED. AND NOT EVEN JUST SCRATCHING THE SURFACE OF THE ENTIRE LIST, BUT WE ARE TAKING THAT ENTIRE LIST AND THEN TRYING TO MAP THOSE NEEDS TO AVAILABLE FUNDING SOURCES, WHETHER THEY'RE FEDERAL, STATE, PUBLIC OR [00:10:03] PRIVATE FUNDING SOURCES. WHAT PERCENTAGE DO YOU THINK COULD BE HANDLED WITH GRANTS? IF WE HAVE 100% NEED AND IT'S AND IT'S DIVIDED BETWEEN A MYRIAD OF DEPARTMENTS, BUT WHAT PERCENTAGE DO YOU THINK IT COULD HANDLE? OH, LORDY, I'M GOING TO GET IN TROUBLE IF I SAY I AM NOT SURE IT'S A BALLPARK THING. YEAH, I AM NOT SURE. THERE ARE SOME GRANTS THAT WILL COVER, YOU KNOW, A 75% OF OF A PARTICULAR PROJECT. THAT IS THE THING ABOUT THESE GRANTS, THEY ALWAYS COME. I MEAN, THEY ARE THEY ARE ALWAYS SPECIFICALLY LINED OUT FOR A PROJECT. AND THAT PROJECT USUALLY HAS TO HAVE A VERY. SPECIFIED OR SPECIFIC BENEFIT. SO IT, YOU KNOW, YOU DO. THAT'S THE, THE HOOP YOU HAVE TO RUN THROUGH. BUT THIS IS THE FIRST STEP IN IDENTIFYING WHICH OF THOSE PROJECTS YOU CAN, YOU CAN, THE CITY SHOULD FOCUS ON BECAUSE THE CITY ALREADY HAS A CERTAIN AMOUNT OF REVENUE.
