[3. Discuss an interlocal agreement between the City of Odessa and Midland County related to the annexation of a segment of Midway Road. Infrastructure improvements to be dedicated to the City.]

INTERLOCAL AGREEMENT BETWEEN THE CITY OF ODESSA AND MIDLAND COUNTY RELATED TO THE ANNEXATION OF A SEGMENT OF MIDWAY ROAD. JOE TUCKER. GOOD AFTERNOON. MAYOR. COUNCIL. I WANTED TO. I'VE GOT A MAP. THERE IT IS. I WANT TO DO. JUST UPDATE YOU ON WHAT'S GOING ON OUT HERE IN THE EAST SIDE OF TOWN. WE'VE GOT TWO LARGE DEVELOPMENTS GOING IN. BEATEN BOW IS DEVELOPING HOMES OUT HERE, AS WELL AS D.R. HORTON. WE ARE LOOKING AT BUILDING MISSION DRIVE AND MIDWAY MISSION WILL COME ACROSS AND TIE INTO MIDWAY. MIDWAY WILL RUN FROM YUKON ALL THE WAY DOWN TO BY 20. DJ K IS THE DEVELOPER. THEY'VE ALREADY WORKED OUT AN AGREEMENT WITH ODYSSEY ON THE CONSTRUCTION OF THESE TWO ROADS. THEY'LL BE FIVE LANE MIDWAY NOW IS DOES NOT EXIST NORTH OF BANKHEAD. SOUTH OF BANKHEAD. IT'S A TWO LANE COUNTY ROAD. SO YOU'VE ALREADY HEARD THE ANNEXATION REQUEST. WE'RE LOOKING AT ANNEXING THAT PIECE OF MIDWAY FROM MIDLAND COUNTY. AS PART OF THAT AGREEMENT, WE ARE GOING TO TAKE OVER MIDWAY, TAKE OVER ANNEXATION. DJ IS GOING TO RECONSTRUCT IT AS A FIVE LANE ROAD, AND MIDLAND COUNTY IS FUNDING THAT RECONSTRUCTION AT $2.7 MILLION. SO THAT'S WHAT THIS FIRST AGREEMENT WITH MIDLAND COUNTY IS, IS AN AGREEMENT FOR US TO REBUILD THAT ROAD AND THEM TO PROVIDE US THOSE FUNDS. SO WHICH PIECE? I'M SORRY, WHICH PIECE ARE THEY PAYING FOR? IS DISCUSSED. PERFORMANCE AND REIMBURSEMENT AGREEMENT WITH JCJ, INC. FOR THE CONSTRUCTION OF A SEGMENT OF MIDWAY ROAD, AND THE APPROPRIATION OF FUNDS IN THE AMOUNT OF $2,767,640.

AND THAT'S THE NEXT PHASE OF WHAT WE'RE TALKING ABOUT, BECAUSE MIDLAND COUNTY WANTED TO ONLY GIVE THE MONEY TO US. DJ JK IS GOING TO BUILD IT, AND THEN ONCE IT'S BUILT, WE'RE TURNING AROUND AND TAKING THAT SAME 2.7 MILLION THAT MIDLAND COUNTY PROVIDED AND GIVING IT BACK TO JC TO COVER THEIR CONSTRUCTION COSTS. PASS THROUGH. IT'S A PASS THROUGH.

YES. SO THAT'S WHY WE'VE GOT TWO AGREEMENTS. ONE IS THE AGREEMENT WITH MIDLAND COUNTY.
